4. 5. Amending ARTICLE 741 – Parks, of Part 7, General Offenses Code, of the Codified Ordinances of the City of New Castle, by adding Section 741.03 – PROHIBITION ON SWIMMING, WADING AND DIVING IN CERTAIN AREAS OF BIG RUN CREEK IN CASCADE PARK. (Ord. 8434. Adopted 03-02-2023.)

6.  Amending ARTICLE 145 – Department of Police, of PART 1, Administrative Code, of the Codified Ordinances of the City of New Castle, by adding Section 145.04 – FEES FOR FINGERPRINTING PRIVATE INDIVIDUALS FOR EMPLOYMENT OR OTHER NONCRIMINAL PURPOSES.  (Ord. 8435. Adopted 03-16-2023.)

7. Amending ARTICLE 1331 – Supplementary Regulations, of PART 13, PLANNING AND ZONING CODE, of the Codified Ordinances of the City of New Castle, PA by adding Section 1331.21 – RESTRICTIONS ON USE AND PLACEMENT OF JERSEY BARRIERS AND SIMILAR TRAFFIC CONTROL DEVICES ON PROPERTIES WITHIN CERTAIN ZONING DISTRICTS.  (Ord. 8438. 8. Creating a “Handicap Parking Only” space in front of the Temple Building, located at 125 E. North Street. (Ord. 8437. Adopted 03-16-2023.)

9. 11. Creating a “Handicap Parking Only” space in front of the residence located at 930 S. Mercer Street. (Ord. 8440. Adopted 04-06-2023.)

12. Approving the request of MSP Properties of Pennsylvania, LP for Dollar General for preliminary/final subdivision 7 lot consolidation plan. Parcel I.D. No’s 07-91-382, 382A, 383, 387, 389, 390, and 391 will be consolidated to form one lot, located generally in the area of 109 North Liberty Street between West Wabash Avenue and West Cherry Street in the Seventh Ward of the City of New Castle and authorizing the signature of the Mayor/Council President to be affixed to the said preliminary/final subdivision plat. 14.  Renaming Engine House Way, in the Eighth Ward, to “Pastor Eric D. Brooks Alley” near Ebenezer Church of God in Christ. (Ord. 8443. Adopted 05-04-2023.)

15. Amending ARTICLE 171 – Firemen’s Pension Plan of the Codified Ordinances of the City of New Castle, Pennsylvania by adding Section 171.15 – Deferred Retirement Option Plan (DROP) Provision. (Ord. 8444. Adopted 06-01-2023.)

16. Amending and supplementing ARTICLE 950 – City of New Castle Municipal Solid Waste – of Part 9 – Streets, Utilities and Public Services Code – of the Codified Ordinances of the City of New Castle, by amending Section 950.20 – Service Fees and Billing for Residential Service by amending subsection (a) and subsection (e) subparagraph (2). (Ord. 8445. Adopted 07-13-2023.)

17.  Approving the request of Patrick Donathan the consolidation of Parcel ID’s 02-297300 (0.16 acres with a 1 story frame dwelling), 02-215600 (0.19 acres with a shed), 02-215500 (0.19 acres vacant) and 02-215400 (0.19 acres vacant) into one lot with one Parcel I.D. Number (Parcel I.D. 02-297300) for the construction of a fence. Upon consolidation of the lots, Parcel I.D. 02-297300 will be increased to 0.73 acres, which is located generally in the area of 1508 Delaware Avenue in the Second Ward of the City of New Castle and authorizing the signature of the Mayor/Council President to be affixed to the said preliminary/final subdivision plat. 18. Authorizing a temporary easement with the Commonwealth of Pennsylvania for the East Washington Street Bridge Project. (Ord. 8447. Adopted 08-03-2023.)

20. Amending Part Seven – General Offenses Code; by Adding ARTICLE 701 – Controlling Vagrancy Within the Limits of the City – of the Codified Ordinances of the City of New Castle. (Ord. 8449. Adopted 09-21-2023.)

21.  Creating a “Handicap Parking Only” space in front of the residence located at 422 E. Northview Avenue. (Ord. 8450. Adopted 09-21-2023.)

22. Creating a “Handicap Parking Only” space in front of the residence located at 1206 Pollock Avenue. (Ord. 8451. Adopted 09-21-2023.)

23. Creating a “No Parking, Buses Only Zone” infront of the Hoyt Foundation Building on E. Leasure Avenue. (Ord. 8452. Adopted 10-05-2023.)

24. Vacating a portion of Boyles Alley that runs adjacent to Lots 94, 57, and 57C between these lots (94, 57, and 57C) and Lot 99 on Section 43 of Official Survey Map at the City of New Castle. The portion of Boyles Alley requested to be vacated runs in a northeast-southwest direction is located in the C-2 Central Business District of the Fourth Ward. (Ord. 8453. Adopted 11-02-2023.)

25. Approving the request of DON Enterprises, Inc. to subdivide Parcel ID No. 04-167300 into 4 lots. Currently the lot is vacant with areas of asphalt and concrete. Upon subdivision of said parcel, Lot 1A, the residual tract, will be reduced to 0.37 acres. Lot 1B (0.10 acres) will be reserved to be ordained as the new “Union Station Way”. Currently the vacated lot where Boyles Alley resides will be divided into three lots as well. Lot 2B (0.01) acres will be used as additional right of way added to the alley in the rear of New Castle Beauty School and Packard Paint. Lot 2A (0.04 acres), Lot 2C (0.05 acres), Lot 1C (0.01 acres), Lot 1D (0.01 acres), and the existing Parcel ID No. 04-145700 (0.10 acres) will be consolidated into one lot under existing Parcel ID No 04-145700, located in the C-2 Central Business District of the Fourth Ward and authorizing the signature of the Mayor/Council President to be affixed to the said preliminary/final subdivision plat.(Ord. 8454.
