NOTICE OF PUBLIC HEARING
FY 2020 CDBG-CV PROGRAM
Notice is hereby given by the City of New Castle that a Public Hearing will be held on Tuesday, August 25, 2020 starting at 6:20 P.M., prevailing time, in the City Council Chambers, 2nd Floor, 230 N. Jefferson Street, New Castle, PA 16101. The New Castle Municipal Building is accessible to the handicapped. Persons requiring special accommodations to participate in the hearing may call City Hall at 724-656-3510.
The purpose of the public hearing is to discuss the Community Development Block Grant CARES Act (CDBG-CV) Program in general: the needs of the City of New Castle. The City of New Castle will receive an allocation of $193,732.00 of FY 2020 CDBG-CV funds from the Commonwealth of Pennsylvania. At least 75% of the available funds must allocated towards the proposed projects. The available funds must be used for activities that benefit low and moderate-income persons located in one of the hardest hit counties by the COVID-19 Pandemic. The submission date of the application for the use of these funds will be August 31, 2020 to the PA Department of Community and Economic Development.
The following types of activities may be eligible for funding under the CDBG-CV Program; Public services such as; Employment services, Crime prevention and public safety, Health care services, Substance abuse services, Fair housing counseling, Service for senior citizens, Services for homeless persons, etc. Business assistance such as; Job retention, Job creation and Micro-enterprise and Business expense assistance i.e; Payroll, Rent/Mortgage, Utilities (For example: oil, gas, electric, water/sewer, internet, phone), Supplies (Supplies needed for day-to-day operations up to 90 days) etc.
All interested citizens are encouraged to attend and will be afforded the opportunity to provide oral testimony at the Public Hearing, and/or to present written comments concerning the needs of the City of New Castle, proposed CDBG program activities, the prior uses of CDBG funds, as well as, the CDBG Program in general.
